Why these locations

Each affluent Nairobi neighbourhood has a slum beside it. Muthaiga pairs with Mathare. Westlands pairs with Kangemi. Lavington pairs with Kawangware. When poor people live inside a geography counted as well-off, they miss funds that follow poverty indexes and constituency formulae. Nairobi often receives the lowest allocation per person despite a huge poor population.
